How to shift from a program-based ministry to a people-based ministry is the question this book attempts to answer.

The principle is simple: corporate worship is maintained on Sundays, but the rest of church life takes place during the week in cells of varying sizes. The author's church has up to 600 cells.
The transition from "programs" to cells takes time (at least a year), particularly to change mindsets and train leaders (p. 187).
Every church must clearly state its objectives. For the author's church, these objectives are: to preach the Gospel to all, to care for Christians, to make disciples, and to place leaders in the world.
